In the first quarter quell the tributes are not reaped but elected from their own districts. The 25th hunger games are held to resemble to power of the capitol and to manipulate the tributes in seeing not only the other tributes as enemy's but even their home district. These games are only slightly mentioned in the books. But i was curios and felt like they had an impact on the history of Panem. I did not find any other fanfiction about it so i made my own. I'm happy about any comments so i can envelope and stay motivated.
