Any power they do have is by either a sacred gear, joining a peerage, or by getting a holy/demonic weapon. Even magic in DxD is just a crappy version of devil magic and no human has made it past ultimate class canonically. So my first thought was to Introduce a unique power system that is purely human, the Esper system from a certain magical index. This story is a prequel of sorts to "A Rare Day Off" (Currently only on AOX3) and can be read as a stand alone story. This story has minor spoilers for the main story. This is set in the RailDex universe and focuses mostly in Misaka Mikoto and Shirai Kuroko. Fair warning, it deals with serious issues like Domestic Violence.
