What would you do if you're suddenly a murderer? A thief. A juvenile delinquent. And you think that you're going to prison for life. It turns out that you won't be going to prison as long as you participate in the Project Juvenile. Now you have to deal with not only "outrageous teenage hormones" and your powers, but now you have to deal with all that and this random guy who wants to kill you.
