Angel went rogue and it's not natural for a mini-con to not be bonded with an autobot or decepticon. They transform so that they can attach to their companions body when not on a mission. But Angel fused to bond with anyone after leaving Soundwave and the loss of her brother Ravage. Overtime she developed the ability to transform into a bi-pedal mode like other cybertronians. Though she prefers her feline mode as it feels more natural. This is her story through Transformers Prime series.
