The world hated him. There were reasons too, he did things he shouldn't had. He destroyed families, he killed peoples, hurted them, took their everything but it was nothing compared to what the world was like now. The throne of Kanto in hand of Giovanni was worst case possible. Rules changed, the kanto region changed, everything came down to dust. Giovanni killed more people than he ever did.
