Because there's little known about abilities in this world, what else could the government do? One thing they have done is establish Bungo High School, and establish the Special Ops Club to find and report ability users. But, what if, like a few of our particularly strange cast, you just...Never get caught? This is especially the case for some individuals and secret clubs, like The Armed Detective Club and the Port Mafia Club.
