The game begins with all tiles on the table face down. Tiles are shuffled like a deck of cards shuffled on a blackjack table. Then the player receives each pile of tiles and then stacks them to create a tiled wall. Many gamers like to call this a fortress. The provider divides 13 tiles to each player.
