Even though what they were doing was inhumane they continued doing it, they had mixed in genetics from several creatures in with human DNA. They continue to experiment on the ones that had side effects ,like animal appendages, on multiple occasions they would use people like this to test 'medicine' on. They thought they could reverse the genetics that they had changed within the person, unfortunately that was impossible but they never stopped trying.
