Delirious and Evan are completely different people, but similar in certain ways. Delirious is a sex idiot. He always is up for sex, but he has a valid reason for it. Evan only has sex with people he loves, but if he's drunk enough it can go wrong. In this world everyone has a certain power. Delirious happens to have three, which means he has the amount of emotions three people would have in one. That counts for being turned on as well. He doesn't feel to many emotions in other aspects. Think of it as Delirious gets as horny as three grown men at the age of seventeen.
