Also, for the purpose of the story, Finnick won his Games at 13 instead of 14, still making him the youngest victor ever

The rebellion failed and the games continued. The reformation games which took place in 88 took out almost all the victors, including Katniss and Peeta. But they had a child. Artemis Everdeen had no interest in leading any rebellion or anything, she only wanted to live her life in District 12 but the 100th hunger games and the fourth quarter quell changed that.
