Even The Capital has abilities. Ever since The Capital learned about their powers, they've set "barriers" around the districts to prevent a them from using their powers to their full potential. The Capital, feeling completely safe from the districts, still allows the Hunger Games to commence. Well, The Capital is in for a surprise.
