After Alex Mercer had almost died ( in the ending of the first game) he realized by talking to his sister about the person he was before all of this and instead of taking over the world he should cooperate with the rest of the world and his true catalyst was Inko and there soon to be son Izuku Mercer

They both try to escape but Alex sacrifices himself for Izuku to escape, he promises Alex to be the best hero to help people and to smile to make them feel safe like his idol. 25 years after the Penn Station Outbreak: a second outbreak of the Blacklight Virus occurred by a deranged Alaskan Malamute, infecting half of the population of New York City. At the center of the incident was a mother and her daughter with the mother surviving and the daughter's whereabouts being unknown. Believing that her child died and now possessing strange but deadly abilities of the Blacklight Virus, the mother made it her dedication to kill all those responsible for the outbreak.
