Emilia Richards didn't know much about Gotham City before she moved to stay there with her uncle James Gordon. In an accident involving her family, she met the myth of the Batman up close for herself. Now, hungry for justice for what happened, she found herself seeking out the help of the vigilante, and she wasn't taking no for an answer.

Bart Allen, Impulse, speeds over to Gotham City in search for two wanted thieves; Leonard Snart and Mick Rory, more commonly known as; Captain Cold and Heatwave. The two thieves have broken out from prison and have stolen experimental tech. Bart rushes to capture them before the tech can be used.
