There wasn't anyone in this city that was going to make it anywhere in their life that wasn't the pits of burning death. It's so trashed up that Batman and his dorky sidekicks don't even bring hope into my life anymore. I guess I'm not really helping to clean up the city either but at least I don't pretend it can get cleaned up. I know what my life is supposed to be. I rebelled against it but not that much to become a good guy. It's hard to be a good guy when you're the apple that didn't roll far from it's tree. Who was I to talk about goodness? I was destined for failure the day Black Mask became my father.

Gotham City, 2239: A crime war rages in Gotham City. Synthigel is all anyone will spend their money on. The Jokerz are little more than a violent street club, and the police force is no longer in the pockets of criminals, but the Falcones and the Maronis face a new threat--the Penguins and the False Faces. Batman, Nightwing, and their two new compatriots, Red Robin and Batgirl, work to calm the streets. However, the more each hero works to stop the violence, the more they learn of a shadowy hand driving it all--a militia that wants to watch the fall of Gotham.

Issac Bishop was just a United States Marine, and the boyfriend of Barbara Gordon, AKA Batgirl. Until one night, his life changed because of the Joker. He shot both of them, wounding Barbara, but killing Issac. A few days after his death, someone steals his body, and gives Gotham, Batman, and the villains a big surprise.
