Camp Monsoon was originally founded to be a summer camp in Greece, meant to help those who had powers to harness them. It was a very populated summer camp--people from all around the world came, from ages as young as 7 to as old as 35. The counselors were people who were exceptionally gifted with their powers, allowing them to help others in learning to control their powers.
However, as time passed, powers became a matter of international security. Those who misused them for crime such as theft or murder were sentenced to death immediately, so no one would get the same idea. Because of this, many summer camps, like Camp Monsoon, were shut down to prevent people from learning how to use their powers.
As more time passed, an idea was proposed that the camps originally used for honing powers should be used to help correct the behaviors of the criminals that would originally be executed, an attempt to give them a second chance.
Camp Monsoon has become one of the most reliable camps for this process of correcting criminals, with an 87.3% success rate. It is one of the highest success rates in the world, being second to a camp in Australia. Due to its high success rate, Camp Monsoon is constantly growing as more and more criminals are sent there for correction.
