Neither does he fight, a thing quite queer in this world. Kou questions uncertainly about this "peace" that Governor Azusa has established. It doesn't sound quite right to him--why is it so wrong to help others and rely on someone other than oneself? This frame of thought leads the young teenager on a quest to discover a sinister plot and the true meaning of peace. So I should have mentioned this like waaaay earlier, but Destinium is going on hiatus because I need to do some research for the story line.
