Dreams die hard is the motto of bitter, middle-aged beauty queen, Mabel Willetts. Her high hopes of becoming a Hollywood Star ended at age 19 when she couldn't find an agent, ran out of money and ended up in the hot, windy small town of Windy Oaks doing data entry part-time for City College there. Now, 40 years later, her husband Mayor Harry Willetts may lose his re-election to two much younger guys. Should that happen, Mabel knows her lazy husband could end up unemployed and she too will lose her own office at City Hall. Things look bleak, all right. Is it too late for happiness for Mabel?
