Following the downfall of Havensfield, the Dave Haven Police Department (DHPD) seized control of the city's response, replacing rescue with eradication. Biomorphs are no longer viewed as patients. They are declared threats to be neutralized. Military barricades surround entire districts, government-backed security forces patrol the streets, and the city that once inspired hope has become a fortress ruled by fear.
Placed under government investigation, Havensfield is stripped of its authority. Under the leadership of Lila Osburey, the once-powerful organization is reduced to a humanitarian agency, limited to pediatric care and medical support for biomorphic operations. Every active field agent is ordered to leave Dave Haven indefinitely.
