Debido al trabajo de sus padres, Ciro Ahn debe irse a Japón despidiéndose de sus amigos en Corea y creyendo que su capitulo con el futbol había terminado. Sin embargo, en su nueva preparatoria piden a estudiantes que se unan al equipo de futbol por la falta de jugadores. Ciro decide echarles una mano metiéndose al equipo, dejando ello como un hobby. Sin embargo, una día recibe una carta de la Federación Japonesa para unirse a un proyecto llamado Blue Lock, el cual busca crear al mejor delantero de la nación. Ciro no esta muy convencido de ir, pero con las antiguas palabras de su gran amigo Dominic, decide participar. ¿Qué le deparara a Ciro este proyecto? ¿Lograra cumplir el objetivo del programa, o será eliminado de este?
