The only difference is that his illusions were real, physical. And hers were fake. 11. She's the most famous one out of all of the test subjects, well, in our reality at least. Well, we're not talking about 11 here. We're talking about 7. This will be a fan-made story about 7, shortened to Sev. His powers will be illusions like 8, but Seven's powers will be physical.
