Two hundred years ago, the Monotopias overthrew the empire that had controlled them for centuries. Many more Monotopias have risen and fallen since, but the cities still stand, riddled with strife and rotten at the core.

Willington is the most advanced city in the world. A symbol of modern society, technology, order, and functionality. A strict dictatorship divides its people into so-called "levels" based on their value. Freedom is a luxury; movement is a privilege. Yet there are people known as levelbreakers who are able to move between the city's strictly divided districts without being detected by the all-seeing AI that controls the entire city. Amber is one of them-a woman who has been an exceptional hacker since childhood. Living on the fringes of society, she struggles with loneliness in this cruel world. She tries to survive even though she has no reason to, and as one of the levelbreakers she stands against the entire city.
