At Nova Tech Academy (NTA), an introverted boy named Tim-Gab and a new student who later becomes his best friend, an extroverted girl named Ten Ueki, are two normal people in a band together called The Dragon Blasters. However, everything changes when they discover that their principal, Freya Elliot, is secretly the leader of a back-alley spy organization known as The Phantom Partners. Now, they must team up with the Walser Twins, who dislike them, and Tim-Gab's step-cousin, Mel Kane. Together, the five of them fight crime after school. While Neopolia appears to be your average country, it has its flaws, one of which is a secret laboratory, Ashfield Concentration Laboratory (ACL), where most elemental humans are forced into labor and used for experiments.
