Unfortunately, when there's a threat of change, there are others who try to stop that change from happening. This brings in China White who was sent by her adoptive father to bring Star City back to where it was before. Meanwhile, two ARGUS agents arrived at Star City, to aidTeam Arrow to capture China White to find her father.
