It is the 100 hunger games. The Capitol has spared no expense. This twist is: District 11, the victorious district of the 1 hunger games, has to reap 4 tributes of each gender. It happens, coincidentally, that all of Rue's siblings names are in there, but 1 gets chosen. The odds were not in her favor.
