Every wondered why the first four districts are careers apart from 3, why ever was it left out? Why on the map of districts, its the smallest? In the early years of the hunger games, a small, brief uprising sparked, but was never completed in District 3, the whole district punished, the former victors and sparks of the rebellion killed. But since the spark is dead, a second year of punishment can only go to Harmony Acort, the great granddaughter of the spark itself, on the day before the reaping for the 103rd annual hunger games.
