The blond disagrees saying izuku will decline has he may not be looking for a relationship after all that happened. Katsuki gets an idea and tells izuku indirectly that he has a crush on someone. Izuku though conflicted because he has a crush on katsuki is supportive of this decision despite his feelings for the blond. Katsuki see's this to surprise izuku with the confession. Even if Midoriya doesn't accept it , the stress,and nervousness of liking him would somewhat wash away. Instead jealousy would arise but he would be fine with that. As long as izuku was happy..
