Phoebe would be transferred to Hogwarts to make sure Draco Malfoy for filled his task. The Malfoys had known to be flaky in the past so her father sent her to observe. People would recognize the last name instantly. She would be under the name Bree de poh. If the letters were switched around a bit it would read her true name.
