He chose it because he knew Wilbur wasn't safe anymore. What starts as an escape becomes something else entirely when Quackity sees what no one else did - that Tommy's instincts were never paranoia. That the boy who survived exile had always been planning for something worse. Under a dirt shack between enemy borders lies proof of it: a hidden system of farms, machines, and contingencies built by a version of Tommy no one bothered to understand.
