Dr. Josiah Fairfield, the leader in the fields of genetic stasis and bio-engineering, goes back in time to the year 2008 via a time traveling device to "sleep" Jacks because he is the last surviving person with the particular antibody in his blood that the cure can be derived from and Jacks does not survive the Cataclysm of 2019. The Project was dubbed "Red Rover" because Jacks will effectively be time traveling (Rover) and they need his blood (Red). All attempts to produce this antibody synthetically have failed. The time travel device was not invented until after the Cataclysm, so Dr. Fairfield's trip was one way.
