When a group of talented elves flee the Lost Cities after the pyrokinesis ban and move to 1950s Chicago, bringing their children with them, the Council attempt to find them but fail. However, 11 years later, a tragic school fire (and a suspiciously yellow one, at that) kills many, and the Council begin to investigate, believing the fires might be Everblaze. They coincidentally run into the children during the search and put two and two together and take the children back to the Lost Cities. It's the perfect "finding a place of belonging story... right?
