Years after Frollo's demise and the war he created on Notre Dame, Tora has found herself living comfortably in Paris. The Romani people are now fully welcomed in the city, living in their own permanent homes above the ground they were once forced to live under. Quasimodo, the continuous bell-ringer of Notre Dame, now lives in confidence and ventures out from his bell tower every day. Keeping his duties to the bells and living in his tower, Tora finds his company more intoxicating than ever. But now, it's that time of the year to celebrate another festival in honor of celebrating finding love and loving those we already have. To add to the excitement, the circus has laid Paris a visit. Strange faces and performing acts of wonder, a new face bewilders Quasimodo. Tora, unable to comprehend the feelings from another comes to watch her friend fall under a bewitching spell that Tora can see weave around her friend. This ripple causes feelings of doubt, frustration, and anger towards the two friends who saved each other's lives so many years ago. Will Tora finally come full circle and proclaim her love for the Hunchback, once and for all, or will she submit and step aside for the love of another to take him away?
