The world's on fire, and nobody can put it out. At least, they can't if they don't know what caused it. And the Armed Detective Agency, the Guild, and the Port Mafia sure as heck don't. All they know is that a virus has begun spreading throughout the entire world, killing billions. Oh yeah, and apparently this is somebody's fault. Yeah, that's not much to work with... oh well.
