Cato Camus Cardano Composite-Prota has known his purpose for a long time.
His singular job is to save the world if every other safeguard fails. He'd unthinkably trade his life for billions in return. He's been training for decades, under the careful eye of multiple government agents, to just that end.
He came about out of necessity. The height of Cold War tensions bore an impossible choice; recruit your old enemies create the perfect being out of unspeakable atrocity, or risk being outstripped by your current rival. So they took the essence of America's super soldier, and made something much worse.
Now, in the modern day, the Avengers are there to save the world. And the freshly-trained god-child is Nicholas Fury's problem now.
