Fairies in this world are like what some would imagine as 'heroes', though no one knows they exist. Quite frankly, they've been commonly mistaken for humans when they choose to show themselves and have written themselves into history and myths of the world. And he only got away with it because technically we was doing his job, even though all other fairies were annoyed with his methods. The fact is, fairies have to save people to keep their powers. If they don't meet their quota for the week, they become even weaker than humans and have to live like that for a year before they're allowed to go back into service. Nasty business it is.
