The island of Letha was once the centre of the mighty Lethan empire, but the empire collapsed three and a half thousand years ago, leaving nothing but dust and bad memories. There are still islanders though, people who call themselves Lethan and who are proud of their heritage, one of whom is Breth, the harbour master.
Fear and frustration can make people act in very strange ways, and when Breth is faced with the choice of seeing his daughter die, or seeing his homeland die, or very likely, both, he does not know what to do or which way to turn.
This is an almost-standalone short story which is very sad in parts. There is only one overlapping character featuring in other stories.
