Scarlet Jones's parents were childhood friends with the tanners/gibbler and one day Scarlet's parents were going on a business trip and asked the tanners if Scarlet could stay with them for a few months while there away and that is where the story begins. (I don't own the tv show fuller house I only own Scralet jones)
