In a world governed by God's rules, there are people known as Negators, individuals who can completely defy these rules entirely. Among them is Fuuko Izumo, a girl whose touch can bring terrible misfortune, and Andy, a man searching for the one thing he can't have: true death, all because of his ability and immortality. When the 99th penalty was added to the world after failing to meet a certain deadline assigned to a group of Negators called Union, the Milky Way was born. But that wasn't the only thing born, because along with its birth, a powerful device capable of negating all rules was born and wielded by a boy named Ben Tennyson.
