Castiel is throwing a surprise party for Sam and Jack. Sam knows about Jack's surprise party, just as Jack knows about Sam's. Neither suspect it's for them both, and are unaware of the help Castiel has acquired to help pull this off to celebrate such wonderful people. Or, just some birthday fluff for Sam and Jack!
