Ghost had looked up to Arkham knight when he was a villain especially how badass he was and wanted to be just like him but even cooler and better. The new commissioned has the plan to use her machine to wipe all the criminals emotions so they never cause any type of problem again and, for some unknown reason, the government agrees.
