Percy is a wizard. How you may ask. Well he is the grandson of Dumbledore. Sally was Dumbledore's daughter, but she was a squib, and didn't know about wizards and was raised by her muggle mother. Her mother then married Jim Jackson and moved to the States and you know the rest if you read the books.
