They are not controlled by the government and are only answerable to the judicial system.They don't play by the rules, but they keep the country safe...so fair enough right? Zaara hates the government with a passion. Those "dipshit dumbos" are the reason why she's always being followed by some or the other "official" trying to find her brother. They're always getting in the way of her job.Making her life frustrating. This is the scenario when Dom enters her life. He always had bad timing, poor guy.
