In this short commentary piece about the enforcement of the hijab in Iran the government and the female Muslim citizenry are personified as "The Law" and "The Choice" respectively. In other words how any decent parents might act when around their children. Modesty in Islam isn't anything brutal or complicated or to be forced by laws despite what Western news media (or many "Islamic countries" for that manner) might lead you to believe.
