This story takes place in modern Marvel, following the events from The Falcon and the Winter Soldier. Finley Harlow is a young agent who is working with Colonel Rhodes to build a new Captain America Initiative. Training new agents is part of her job description, so she recruits Bucky Barnes to help Sam with this process. When tragedy strikes, this new initiative must find a way to bring justice for those who paid the ultimate price.
