Herklas has been occupied by Versalese soldiers for generations, and now, the effects of separation of gender in this alien world are starting to take its toll. Without spiritual and physical balance brought through nurture, younger children are lacking control over their own bodily functions. Please note that in this world gender is only needed for giving energy after birth. Milk from women bring physical energy and spiritual presence in the dream plane from men bring spiritual energy. Reproduction does not require a member from both gender. If you'd like a more in depth explanation, sure but it's really unnecessary and not exactly scientifically possible (it involved hair and the dream plane and I'm just going to shut up now).
