After the Roidmude conflict, humanity rebuilt with advanced technology, aided by the SIU and reformed Roidmudes. Peace collapses when the ruthless Roidmude X emerges, triggering global techno-disasters to achieve a Digital Singularity. Two new Riders complicate the crisis: Kamen Rider Justice, a former prosecutor enforcing brutal "absolute justice" on both Roidmudes and humans; and Kamen Rider Decay, a broken scientist turned nihilist who seeks total collapse. As the world teeters, Drive and his allies must unite across continents, facing not only physical threats but clashing ideologies, to stop the Singularity and decide whether justice or hope will shape humanity's future.
