Rock has to do different tasks assigned to him by his uncle Kain R. Heinlein. But instead of trying to take over Second Southtown by force like every past leader had done in the past, Kain decides to make the city more peaceful. The police and detectives of South Town are trying to track down a mysterious psychotic murderer that kills innocent people who sets foot in a dark alleyway. The crimes seem to match those from two years ago. Would they be able to find the psychopath who always manages to get away?
