He doesn't want a fleet to command, but war comes with that kind of thing, and being promoted to General wasn't really in his plan, either. He doesn't like the fighting, but if they ever want peace, the Jedi Order will need to do this. Finding new allies isn't so bad once he meets Captain Aldrik, who makes his day just a little bit brighter.
