Now, there's a whole community of Outcasts there. The Government claims that they're generous and have allowed the Outcasts to flourish instead of killing them off. Every year, there's checks throughout Haven City to root out any anomalies and those who are deemed different are taken away and no one ever sees them again. But those who follow the rules and contribute to the Government have nothing to worry about, like Callisto.
