Tora is the sister of the head of the noble Shimotsuki clan. A strong, beautiful and intelligent woman, Tora would have been living a content life if it weren't for a certain curse set upon her. And for that she required a strong shinigami, with a strong spiritual pressure who was also a noble to be around her. And incidentally a strong shinigami who was from a noble clan required her.
