The story takes place in Academy City, a landlocked sovereign city where everyone is free-using their powers in need or for other stuff. But there's only one human in Academy City whose the most useless being on earth. Meet (Y/N) (L/N). Your average high school student with no special ability in hand. Also being named as the most certain useless being in Academy City for not even having Esper abilities and being the most lowest amongst other whose level is 0. After being experimented by certain scientists (Y/N) finally manage to get powers and being the most certain powerful being of Academy City above the level 5. But what will he do with this new power he has in hands?

Hirasaki Yuu is a middle schooler from Sakugawa Middle School. He is a child error, which means he has no parents nor a family. When he was a kid, he was an experimental subject for a project known as The Artificial Esper project. The project was made to create an artificial Level 5 Esper and see how strong it can be. A total of 700,000 child errors died in that experiment leaving only Yuu and a few others alive. The result in that experiment however was a success with Yuu becoming the Artificial Level 5 but due to circumstances, he was able to escape the project and fled to the city and seeked refuge from civillians. Academy city has a lot of highly advanced technology that's considered 30 years ahead of the rest of the world. Even its residents are advanced, being the fact that they are espers. Or otherwise kids with Psychic powers, actually the whole place is populated by kids to eighteen year olds. But science isn't the only thing that's here, hidden in the city magic users are trying to tear this society apart because they find that advancing civilization has driven the citizens from religion. Amongst the war between science and religious magic, a new area has arisen. A new Esper has been noticed, though this Esper is new she grows stronger by the day. She can counter anything that is thrown to her, magic and other Psychic abilities, she can be as strong as the Railgun and has the potential to surpass the rumored level 6. And possibly, Aliester Crowley, can this new Esper change the city or fall to its dark side. If she's strong enough to level up at will, she just might be able.

A large city in Japan that is comprised completely of research centres and all types of schools. 80% of everyone there are students while 60% of those students are superpowered psychics with a variety of powers from teleportation to pyrokinesis. Mikoto Misaka is 3rd ranked level 5 in the entire world with her title being the same as her ace move: The Railgun. Because her shocks can reach up to a billion volts she believes that she is a force to be reckoned with. At least that's what she thought until recently. Beau Jones is just a lowly level 3 Technopath at A certain high school. At least he wished that was his story, but of course, it's not that simple. Most of his troubles with a name: Mikoto Misaka.
