Might only be 13 chapters at max. Also, I'm not good at keeping up with every character on the show/manga so I will inevitably forget a few things. Also, spoilers for the manga, maybe? Slightly based on a fic on Ao3 called 'Beyond Plus Ultra, Beyond All Might!'. Go read that for a better version of this. Also, might make this a full blown story if I feel like it.
